The “Fostering Human Development” target area focused largely on education, art, science, and cultural offerings. The Action Team hoped that in the year 2020, art and music would be a prominent aspect of life in Flagstaff, people of all ages would have access to high-quality and affordable learning and growth opportunities, from primary school up to higher education, and that new and old scientific achievements would distinguish Flagstaff from other communities. Recognizing the historic and contemporary plurality of communities in Flagstaff, the Action Team also emphasized the importance of cultural diversity and cultural sensitivity.
